Job Summary:
The Vice President of Operations Performance & Planning provides executive leadership for enterprise performance, operational planning, operational performance, governance, quality management,portfolio performance and planning, client performance, and operational excellence across Acentra Health. This role is responsible for strengthening operational execution by aligning enterprise priorities, improving performance visibility, optimizing resources, and driving continuous improvement across the organization.
Working in partnership with Operations, Technology, Clinical, Finance, Growth, Human Resources, and Shared Services leaders, the Vice President establishes the governance, performance management, planning processes, executive operating rhythms and enterprise management disciplines that enable consistent execution, operational accountability, and high-quality client outcomes. The role leads enterprise operational reviews, performance reporting, resource and capacity planning, and cross-functional initiatives that improve organizational effectiveness, strengthen contract performance, and support sustainable growth.
The Vice President leads and integrates the Enterprise Performance, Quality Management, Client Experience / Management, and Portfolio Performance & Planning functions, ensuring that performance insights, stakeholder feedback, quality outcomes, portfolio priorities, workforce capacity, and resource decisions are connected through a common enterprise operating model.
Responsibilities:
- Provide executive leadership and integration across Enterprise Performance, Quality Management, Client Experience /Management, and Portfolio Performance & Planning, ensuring consistent governance, shared performance visibility, clear accountability, and coordinated decision-making across the functions.
- Set enterprise performance management strategy and governance, ensuring Acentra Health maintains clear visibility into financial, client, project, functional, and SDLC performance.
- Establish and lead enterprise operational planning processes that align Acentra Health business priorities, corporate strategy, operational capacity, and measurable outcomes.
- Translate strategic priorities into executable operational plans, milestones, governance routines, performance measures, resource plans, and cross-functional action plans.
- Facilitate annual, quarterly, and multi-year operational planning across Operations and enabling functions to ensure priorities are sequenced, resourced, and executed effectively.
- Establish enterprise performance management processes, operating rhythms, governance standards, scorecards, dashboards, and executive reporting routines.
- Provide executive oversight of Quality Management, including enterprise audit coordination, accreditation and certification readiness, project improvement plans, and continuous improvement governance.
- Monitor operational, contractual, quality, productivity, resource, and financial performance indicators in partnership with business leaders; identify trends, risks, root causes, and improvement opportunities.
- Lead enterprise business reviews, operational performance discussions, executive operating cadence activities, and follow-up action planning to strengthen accountability and decision-making.
- Oversee enterprise resource and capacity planning processes that align operational demand, workforce capacity, business priorities, growth needs, technology dependencies, and investment requirements.
- Partner with Operations, Finance, Human Resources, Technology, and business leaders to strengthen workforce forecasting, resource utilization, capacity planning, and prioritization decisions.
- Establish governance structures that support operational execution, decision-making, issue escalation, dependency management, and accountability for enterprise priorities.
- Sponsor and govern enterprise cross-functional initiatives requiring alignment across Operations, Technology, Clinical, Finance, Growth, Human Resources, and Shared Services.
- Lead enterprise operational excellence initiatives that improve efficiency, scalability, quality, productivity, service delivery, and organizational effectiveness.
- Champion process improvement, operational standardization, data-driven decision-making, structured problem-solving, and consistent management practices across the organization.
- Provide executive leadership for Client Experience / Management, including enterprise client and stakeholder engagement, Voice of Customer programs, client/provider/member survey programs, stakeholder insight, and House of Quality benchmarking.
- Sponsor continuous improvement initiatives that address performance gaps, reduce variation, improve client outcomes, and strengthen operational readiness for new initiatives, client commitments, growth opportunities, and enterprise change.
- Sponsor enterprise client performance initiatives that improve operational delivery, strengthen stakeholder confidence, support contract execution, and align operational performance with client priorities and service expectations.
- Partner with operational leaders to resolve performance concerns, strengthen client outcomes, support executive client governance, and translate client and stakeholder feedback into operational improvement opportunities.
- Provide executive communications, insights, and recommendations related to operational priorities, performance, risks, resource constraints, trade-offs, initiative progress, and decision needs.
- Build, lead, and develop a high-performing Operations Performance & Planning leadership team with clear accountability across enterprise performance, analytics, portfolio planning, resource planning, client performance, and operational excellence.
- Provide executive oversight of Business Intelligence & Analytics as an enabling capability across Operations Performance & Planning, ensuring consistent data, analytics, reporting, and decision-support capabilities across Enterprise Performance, Quality Management, Client Experience, and Portfolio Performance & Planning.
- Establish enterprise decision rights, escalation pathways, governance forums, and accountability mechanisms across performance, quality, client experience, portfolio planning, and resource management.
- Coach leaders to strengthen performance management, accountability, issue resolution, operational discipline, continuous improvement, and enterprise collaboration.
- Model Acentra Health leadership expectations through clear communication, enterprise thinking, disciplined follow-through, sound judgment, and a commitment to delivering high-quality client outcomes.
- Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules.

Qualifications:
Required Qualifications
- Bachelor’s degree in Business Administration, Healthcare Administration, Public Administration, Health Policy, Operations Management, Finance, or a related field required; advanced degree preferred.
- 10+ years of progressive leadership experience in healthcare operations, enterprise operations, operational excellence, quality management, performance management, resource planning, business operations, or a related field.
- 7+ years of senior leadership experience, including direct leadership of leaders, cross-functional teams, or enterprise-level functions.
- Demonstrated experience leading operational planning, enterprise performance management, governance, resource planning, and execution in a complex, matrixed organization.
- Proven experience establishing enterprise performance measurement frameworks, executive operating cadences, operational scorecards, dashboards, business reviews, performance reporting, action planning, and governance routines.
- Demonstrated ability to use operational, financial, workforce, quality, client, and other enterprise data to evaluate performance, identify trends and root causes, generate actionable insights, and inform executive decision-making, resource allocation, and performance improvement.
- Demonstrated success improving operational performance, productivity, service delivery, resource utilization, contract performance, and organizational effectiveness.
- Experience leading cross-functional initiatives requiring coordination across Operations, Technology, Clinical, Finance, Growth, Human Resources, Shared Services, and executive leadership.
- Proven ability to identify operational risks, dependencies, capacity constraints, performance gaps, and execution barriers; develop practical solutions; and drive accountability for outcomes.
- Demonstrated ability to advise executive leaders, facilitate decision-making, manage competing priorities, and influence outcomes in a complex business environment.
- Flexibility to travel as needed up to 20%
Preferred Qualifications
- Experience in Medicaid, Medicare, managed care, healthcare services, government programs, or regulated healthcare operations strongly preferred.
- Experience supporting client performance, contract execution, executive governance, operational readiness, business transformation, or enterprise growth initiatives preferred.
- Experience with enterprise performance management tools, business intelligence platforms, project portfolio management systems, workforce planning processes, resource planning models, or executive reporting tools preferred.
- Lean, Six Sigma, Project Management Professional, change management, healthcare quality, operations management, or related certification preferred.
- Strong executive communication, presentation, facilitation, and stakeholder management skills, with the ability to communicate complex operational information clearly and concisely.
- Strong strategic thinking, analytical, problem-solving, and decision-making capabilities, with the ability to translate enterprise priorities into operational plans and measurable outcomes.
- Demonstrated ability to build trust, influence senior stakeholders, lead through ambiguity, and drive alignment across functions, teams, and business priorities.
- High degree of integrity, accountability, professionalism, discretion, and sound judgment when handling sensitive operational, financial, contractual, client, and workforce information.
- Demonstrated commitment to developing leaders, fostering collaboration, strengthening accountability, and building a culture of continuous improvement and operational excellence.

Experience in Lieu of Degree
For non-clinical roles, or when not required by the contract specifically, the Company acknowledges that practical, hands-on experience can provide skills and competencies equivalent to formal education. As such, in cases where a Bachelor's degree may be required, the Company will accept a minimum of six (6) years of directly relevant professional experience in lieu of a degree. In instances where the candidate has an Associate's degree, the Company will accept a minimum of three (3) years of directly relevant professional experience in lieu of the Bachelor's degree.
