*JOB SUMMARY*
The Licensed Clinical Director provides overall clinical leadership, oversight, and strategic direction for a DHCS-licensed Substance Use Disorder (SUD) residential treatment facility serving adult men. The Clinical Director is responsible for ensuring the delivery of high-quality, evidence-based, trauma-informed, and gender-responsive treatment services that comply with DHCS Title 9, Drug Medi-Cal Organized Delivery System (DMC-ODS), HIPAA, 42 CFR Part 2, and applicable accreditation standards (CARF and/or Joint Commission).
The Clinical Director oversees all clinical programming, supervises clinical staff, ensures medical necessity and ASAM alignment. The Clinical Director maintains clinical integrity across: assessment, treatment planning, service delivery, documentation, and discharge planning. This role partners closely with executive leadership, medical providers, and operations staff to support program excellence, compliance, and positive client outcomes.
*JOB DUTIES*
_Clinical Leadership and Oversight: _Provide clinical leadership and direction for all treatment services within the SUD residential program. Ensure treatment services align with ASAM criteria, medical necessity requirements, and evidence-based practices. Oversee the development, implementation, and ongoing evaluation of clinical programming, groups, and interventions. Maintain responsibility for the clinical quality and integrity of all services provided to residents. Serve as the clinical authority for the interpretation of clinical policies, procedures, and standards of care.
_Supervision and Staff Development: _Provide direct clinical supervision to licensed and registered clinicians (e.g., LMFT, LCSW, LPCC, AMFT, ASW, APCC). Ensure appropriate supervision hours and documentation for registered staff in compliance with Board of Behavioral Sciences (BBS) requirements. Support hiring, onboarding, training, and ongoing professional development of clinical staff. Promote a culture of accountability, ethical practice, and continuous quality improvement.
_Assessment, Treatment Planning, and Documentation: _Oversee intake assessments, ASAM placement decisions, and ongoing level-of-care reviews. Ensure treatment plans, progress notes, and discharge summaries meet DHCS, DMC-ODS, and payer requirements. Monitor documentation timeliness, accuracy, and “golden thread” alignment from assessment through discharge. Provide clinical guidance on complex cases, co-occurring disorders, and crisis situations.
_Compliance, Quality Assurance, and Accreditation_: Ensure compliance with DHCS Title 9, DMC-ODS, HIPAA, 42 CFR Part 2, and applicable licensing and funding requirements. Collaborate with Quality Assurance and Operations staff on audits, site visits, corrective action plans, and performance improvement initiatives. Participate in utilization review, chart audits, and outcomes monitoring. Support accreditation readiness and ongoing compliance with CARF and/or Joint Commission standards.
_Interdisciplinary Collaboration:_ Collaborate closely with medical providers (PMHNP, Medical Director), care coordination, nursing, and support staff to ensure integrated care. Participate in interdisciplinary treatment team meetings and discharge planning. Serve as a liaison between clinical services and executive leadership to align program goals and operational priorities.
_Direct Client Care (Limited):_ Maintain limited direct clinical contact as needed (e.g., clinical intakes, crisis intervention, group facilitation) to support staff and program operations. Ensure professional boundaries and appropriate scope of practice are maintained at all times.
_General Responsibilities:_ Attend and actively participate in internal and external meetings, trainings, and planning sessions. Support program growth, development, and innovation consistent with organizational mission and values. Arrange work schedule in accordance with agency needs, which may include evenings or weekends.

*EDUCATION AND EXPERIENCE*
_*Required: *_
* Master’s degree or higher in Social Work, Marriage and Family Therapy, Counseling, Psychology, or a related behavioral health field.
* Active and unrestricted California licensure (LMFT, LCSW, LPCC, or Psychologist).
* Minimum five (5) years of experience providing clinical services in SUD and/or co-occurring disorder treatment settings.
* Minimum two (2) years of experience in a clinical leadership or supervisory role.
* Demonstrated experience with ASAM placement, medical necessity, and residential SUD treatment programs.
_*Desired:*_
* Experience in DHCS-licensed residential SUD programs and DMC-ODS billing environments.
* Experience supporting CARF and/or Joint Commission accreditation.
* Bilingual English/Spanish.
_*Knowledge (Required):*_
* In-depth knowledge of DHCS Title 9, DMC-ODS, HIPAA, and 42 CFR Part 2.
* Understanding of trauma-informed care, evidence-based practices, and recovery-oriented systems of care.
* Familiarity with utilization management, chart auditing, and quality assurance processes.

Pay: $108,000.00 - $120,000.00 per year
