Great teams start with great hiring. As Manager, Talent Acquisition for the Philippines, you’ll lead the team that connects talented people with opportunities at Collins Aerospace.
You’ll take ownership of recruitment delivery across the Philippine site. From production ramps to specialist and leadership appointments, you’ll help the business find the talent it needs while creating a thoughtful and positive experience for candidates.
Reporting to the Senior Manager, Philippines Talent Acquisition and APAC TA Hub, you’ll lead daily Philippine TA operations, develop your recruiters and build strong partnerships with business and HR leaders. You’ll also work closely with the APAC TA Hub as administrative services transition, keeping responsibilities clear and local hiring on track.

What You Will Do
Lead Philippine recruitment delivery
Own daily recruitment delivery across the Philippine site, covering production, technical, professional, corporate and leadership roles
Translate business hiring requirements into clear recruitment plans, priorities and team assignments.
Balance ramp requirements, critical vacancies, backfills and emerging business needs.
Monitor progress from requisition approval through offer acceptance and onboarding, addressing delays with the appropriate partners.
Maintain hiring quality and candidate experience while delivering against agreed timelines.
Build and develop a strong TA team
Lead, coach and develop recruiters, helping them strengthen their sourcing, assessment, stakeholder management and recruitment delivery skills.
Set clear goals and expectations, with regular feedback and meaningful development conversations.
Allocate work based on hiring demand, recruiter capacity and role complexity.
Encourage collaboration, knowledge sharing and accountability across the team.
Build backup coverage and succession capability to maintain consistent support during absences and changes in demand.
Create an environment where team members feel supported, trusted and comfortable bringing forward ideas.
Partner closely with the business
Build trusted relationships with hiring managers, business leaders, and the HR Team.
Understand workforce plans, business priorities and emerging skills requirements.
Provide practical advice on talent availability, sourcing approaches, selection and hiring timelines.
Use market insights and recruitment data to help stakeholders make informed decisions.
Represent Philippine TA in site meetings and discussions, as delegated by the Senior Manager.
Resolve local recruitment escalations and involve the Senior Manager when broader alignment or executive intervention is needed.
Deliver critical and executive searches
Personally manage selected complex and executive searches
Develop targeted sourcing strategies and engage candidates for business-critical positions.
Partner with senior leaders to clarify role requirements, assess talent and coordinate selection activities.
Manage candidate relationships throughout the process, including offer discussions within approved compensation parameters.
Build leadership talent pipelines that support future business needs and reduce reliance on external search providers.
Stay ahead of hiring demand
Work with business and HR partners to anticipate hiring requirements and build pipelines before vacancies become urgent.
Strengthen talent pools for recurring and high-volume roles
Use referrals, internal mobility, university partnerships, hiring events and direct sourcing to reach relevant talent.
Adapt recruitment approaches as market conditions, business priorities and candidate expectations change.
Qualifications You Must Have
A bachelor’s degree in Human Resources, Psychology or a related field, or equivalent relevant experience.
Substantial progressive experience in talent acquisition, including recruitment delivery and leadership of recruiters or recruitment teams.
Experience supporting a broad hiring portfolio, including high volume operational roles and specialized professional positions.
Demonstrated ability to coach others, manage competing priorities and deliver through a team.
Experience partnering with business leaders, hiring managers and HR stakeholders.
Experience managing complex or leadership searches and engaging senior candidates.
Strong knowledge of sourcing strategies, candidate assessment and recruitment operations.
Experience using an applicant tracking system and recruitment data to guide decisions.
Strong communication, stakeholder management and problem-solving skills.
Sound judgment and discretion when handling confidential candidate and business information
What Would Make You Stand Out
Experience recruiting within manufacturing, aerospace, engineering or another complex operational environment.
A track record of delivering production ramps while maintaining support for specialist and leadership vacancies.
Familiarity with Workday Recruiting or similar recruitment platforms.
Experience building talent pools, strengthening internal mobility and developing university or industry partnerships.
Experience working with regional teams, shared services or a recruitment operations hub.
Exposure to process transformation, recruitment technology adoption and continuous improvement.
Success delivering leadership searches through direct sourcing.

Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.
Remote: Employees who are working in Remote roles will work primarily offsite (from home). If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.
Candidates will learn more about role type and current site status throughout the recruiting process. For onsite and hybrid roles, commuting to and from the assigned site is the employee’s personal responsibility.
Requires practical knowledge in leading and managing the execution of processes, projects and tactics within one work area.
Typically has broad knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization.
Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
